MINUTES OF MONTHLY MEETING OF NORTHEASTERN WISCONSIN AREA LOCAL #2247

 

Date:  Thursday, October 26th, 2017

Place:  Denny’s

President Kelly Heaney called the meeting to order at 1900 hours.

A quorum was declared with 17 members in attendance.

Kelly Heaney led the Pledge of Alliance and Steve Paradise led the invocation.

A motion was made by Deb Nehmer and seconded by Nick Ratajczyk to suspend the order of business to order food.  Motion passed unanimously.

A motion was made by Steve Paradise and seconded by Mary Oliver to resume the order of business.  Motion passed unanimously.

The following officers were present:

President: Kelly Heaney, Vice President: Steve Paradise, Clerk Craft Director: Dave Kroll, Maintenance Craft Director: Dave Villwock, Recording Secretary: Jenny Starry, Secretary/Treasurer: Bryce Thomas.  Maintenance Craft Director: Tim Alberts and Bay Breeze Editor: Kelsey Helf were excused.

Minutes of the September 2017 meeting were printed in the Bay Breeze.  A motion was made by Dave Villwock and seconded by Nick Ratajczyk to accept the minutes as printed.  Motion passed unanimously.

The financial report for September 2017 was read by Bryce Thomas.

REPORTS

Executive Committee:  The e-board recommends to the Election Committee that the election process goes on as is. Step 3 settlements that are coming down, Line-H violations that are occurring in maintenance and gift cards for Thanksgiving were discussed.

Labor/Management:  The labor management minutes are posted on the board outside the breakroom.  Steward time, requests for information, lead clerks doing TACS, mail handlers supervising clerks, mail handlers doing incoming letter staging, supervisors doing clerk work and maintenance work, employees quitting at a rapid pace, custodian staffing, issuing brooms to mail handlers and clerks, maintenance time for machines, and a Veterans Day potluck were discussed.

Grievance:  There is a grievance settlement for clerks regarding annual leave bidding.  You can bid up to 3 weeks in first round.  With only one pick, of up to 3 weeks, being in prime time.   Kelly read the grievance report.  This will be printed in the Bay Breeze.

Automation:

Safety/Health:

Legislative:   Steve Paradise gave the Legislative report.  The House passed a fiscal year 2018 budget resolution setting the stage for cuts to federal retirement and health benefit programs.  The Senate passed its fiscal year 2018 budget resolution.  The Senate version focuses solely on tax policy changes.  APWU members are strongly encouraged to contact their lawmakers and ask that they oppose any joint budget resolution that contains cuts to the earned pay and benefits of the federal and postal community.  The House approved the TSP Modernization Act.  This would allow federal and postal employees and retirees to make multiple age-based withdrawals from their TSP accounts and remain eligible for partial withdrawals after they leave the Postal Service as well.  The bill would also allow those receiving monthly payments to change the amount and frequency of their annuity payments at any time.

NEW BUSINESS

A motion was made by Steve Paradise and seconded by Terry Wentworth that the NEWAL will purchase 25 $20 Festival Foods gift cards to be given out at the next meeting.  Motion passed unanimously.

A motion was made by Nick Ratajczak and seconded by Deb Nehmer that the Election Chairperson and Committee shall be granted up to 24 hours lost time for stuffing and counting ballots.   Motion passed unanimously.

A motion was made by Nick Ratajczyk and seconded by Steve Paradise to have the next meeting on Tuesday November 21st at 10 am at Denny’s.   Motion passed unanimously.

A motion was made by Terry Wentworth and seconded by Nick Ratajczyk to adjourn the meeting.  Motion passed unanimously.  NEWAL meeting adjourned.

The $10 door prize was won by Deb Nehmer.

The $10 door prize from the September meeting was won by Jean Wald.
